Procedures

A quality control plan is established to assure that all phases of design activities are carried out strictly following the principles laid down by international standards, applicable codes and specifications, and to ensure that the consultants' work is of highest standard and meet all requirements of the client. The quality control plan shall be implemented for all work governed by the contract agreement.

The quality control engineer, appointed on rotation, shall be responsible for plan implementation. He shall be independent of design and/or production staff and shall report directly to the Project Manager. The quality control engineer has authority to identify problems, initiate corrective actions, and recommend solutions whenever necessary.

Quality Assurance

The quality control engineer shall be a Senior Engineer with minimum 10 years experience in design work. His appointment shall be based on the type of project in hand. He shall be responsible for the implementation of the approved quality control plan and ensure compliance with the requirements of international standards, applicable codes and specifications and client's requirements.

He shall be responsible for preparation of all quality control measures such as identification of codes and standards, and study and analysis of client's requirements. The QC engineer shall prepare daily/weekly quality control reports and maintain filing system for all quality control procedures, records, reports etc. It is his responsibility to verify the equipment and materials specified in the design package and liaise with the client on all quality related matters.

He shall be responsible for preparation, obtaining approval and distribution of the quality control plan. He shall review changes to the agreement and change orders from the client and will promptly amend the plan and will submit the same for client's approval, if required.

Finally the QC engineer shall check and verify the drawings, technical specifications, bill of quantities and other contract documents. Resume of quality control personnel will be submitted separately for client's approval.

Scope of Work

The scope of work of each project shall be phased into the following stages:

a) Study and Concept Design 15% of the Project

b) Preliminary Design 15% of the Project

c) Prefinal Design 60% of the Project

d) Final Design 10% of the Project

However, depending on the requirements of individual clients the above sequence shall defer.

On award of the project, a meeting shall be arranged with the client wherein each component of the project shall be discussed in detail and the minutes recorded to be used as a reference during the progress of the project. Applicable standards and codes for all the discipline of work shall be identified and recorded and the same shall be communicated to the designers.

Client's requirements for all disciplines of work shall be identified and recorded, and the same shall be communicated to the designers.

Design execution schedule shall be prepared and submitted to the client for approval. Upon client's approval, the schedule shall be distributed to each members of the project team to be used as a tool to monitor and evaluate the progress of work.

Before commencement of work, the project team shall be set up and an internal meeting shall be arranged wherein each department shall be assigned their specific task. The allotment of drafting and support services personnel shall be made in this meeting and the minutes shall be recorded. Periodic progress of work shall be recorded and its compliance with the standards, specifications and requirements shall be verified. Periodic internal meeting of the project team shall be arranged to discuss the progress of the project across the table and to sort out difficulties any discipline of work encounter due to other disciplines work. Periodic project progress report shall be prepared and submitted to the client.

Consistency

Distribution and control of plans, instructions, reports, minutes, specifications, drawings etc. shall be accomplished by us of the Documents Control Register.

The Project Manager shall be responsible for the distribution, retrieval and control of all documents assuring that only the latest approved document are present in the work area. The obsolete documents shall be conspicuously marked "VOID". The quality control engineer shall monitor to ensure that the documents control procedure is implemented properly.

Design Process

The project manager shall be responsible for establishing the sequence of work and accomplishing the design requirements within the specified time. The quality control engineer shall be responsible for establishing an inspection program which provides verification of compliance of quality control plan.

The quality control engineer shall be responsible for preparation and review of the inspection checklists. He shall sign the checklists signifying approval. All completed inspection checklists and reports shall be reviewed by the quality control engineer.

Supervision Process

A Project Manager/Project Coordinator is appointed for the supervision job who shall be responsible for the timely and qualitative execution of the project. The Project Manager shall be a senior engineer with minimum 10 years experience out of which at least 3 years shall be in similar position. In technical matters, the Project Manager shall delegate authority to his subordinates ie., respective engineers from different engineering disciplines. In project administration and coordination, the PM shall be solely responsible and his decisions shall be binding on his subordinates. The supervision job is performed with required support services from the Head Office of the Consultant.

Procedures followed and work performed by the supervision team include, but limited to the following:

Site Handing Over: In consultation with the Owner and the Contractor, the Project Manager shall arrange a suitable date for handing over of the site by the owner to the contractor. Minutes of site handing over shall be recorded and placed on record for future references.

Supervision: The number of supervision personnel agreed between the owner and the consultant shall be mobilized to the construction site on appropriate time to supervise and quality control the work being executed by the contractor. Following tasks are performed by the consultant's supervision team:

• Construction Program: The consultant shall require the contractor to furnish a construction program for the project falling within the time limit agreed between the owner and the contractor. Measures shall be taken to enforce the said construction program. In the event, any portion of the work is noted to be falling behind, it shall be brought to the attention of the contractor and he shall be instructed to take immediate steps to accelerate the progress of in order to fall within the construction program. If required, the contractor shall be asked perform overtime working to meet the agreed construction program.

• Material Quality: Specification and quality of the materials being used in the project any all disciplines of work shall be cross checked with the Technical Specifications and Bill of Quantities. Only materials falling within the quality specified shall be approved for use in the project. In the event the specified material is not available, equivalents meeting all the specifications shall be selected for the use in the project. Wherever required, the contractor shall be required to submit samples of the materials proposed for approval. Only materials approved by the concerned engineer of the consultant shall be allowed for use in the project.

• Shop Drawings: Wherever applicable, the contractor shall be required furnish shop drawings showing all details prepared on the basis of Consultant's design drawings and technical specifications. The shop drawings shall be reviewed by the concerned engineers of the consultant and shortcomings, if any, shall be asked to be rectified. Work shall be allowed to be executed only after approval of the shop drawings and work being executed shall be monitored in consultation with the shop drawings.

• Quantity Survey: Volume of work executed by the contractor for each discipline of work shall be measured by the consultant and cross-checked with the quantities shown in the Bill of Quantities.

• Inspection of Work: As and when required, the supervision team shall inspect any portion of the work executed by the contractor in the presence of the contractor's representative (Refer Appendix-3). In the event any shortcomings are noted, immediate rectification of the same shall be ordered. In the event such shortcomings are not reparable, immediate demolition and re-execution of the work shall be ordered without additional cost to the owner.

• Variation Orders: In the event the owner is desirous of changing specifications of any material/work or order additional work, the consultant shall require the contractor to submit minimum three alternatives and recommend the one most suitable and viable for the project. The authority of the consultant shall be restricted to recommending most suitable options; approval of variation orders shall be the responsibility of the owner.

• Progress Report: Progress Report: A site diary shall be maintained by the Project Manager wherein daily progress of work for all disciplines of work shall be recorded (Refer Appendix-4). On or before the seventh calendar day of every month, the consultant shall submit a progress report to the owner in duplicate for the work executed during the preceding month. The report shall include copies of site diaries, minutes of meetings, approval accorded, quantity of the work executed, photographs of the work in progress and consultants remarks on the overall performance of the contractor.

• Site Meetings: Every week a site meeting shall be arranged between the supervision team and representatives of the contractor. Work executed during the previous and works planned to be executed in the coming week shall be discussed in the meeting. Minutes of meeting shall be recorded and placed on record for future references.

Provisional Payment Certificates: The consultant shall evaluate and certify monthly provisional payments due to contractor in respect of the work executed and materials available at the site for incorporation into the project. The certification shall be made within 15 days from the date of receipt of application for provisional payment from the contractor.

Preliminary Project Handing Over: Upon substantial completion of the project, the project team shall thoroughly inspect the work executed by the contractor including all electro-mechanical systems in the presence of the owner's and contractor's representatives. If the work is found free from defects and executed in accordance with the drawings and specifications minutes of Preliminary Handing Over shall be prepared and the project shall be handed over to the owner for occupation. In the event any shortcomings are cited during the inspection, inspection report shall be prepared and the contractor shall be required to make good the defects within a specified period of time. The project shall be reinspected until all works are found to be executed in accordance with the contract documents and are free from defects.

Guarantees and Operation Manuals: The consultant shall obtain guarantees for the work executed and equipment supplied for the contractor wherever applicable and shall hand them over to the owner. Similarly, wherever applicable, the contractor shall required to furnish operation manuals for the equipment and systems supplied by the contractor for use in the project and the same shall be handed over to the owner.

Final Project Handing Over: Upon expiry of the Warranty Period the project team shall thoroughly inspect the project including all electro-mechanical systems in the presence of the owner's and contractor's representatives. If the work is found free from defects minutes of Final Handing Over shall be prepared and the project shall be handed over to the owner for permanent occupation. In the event any shortcomings are cited during the inspection except natural wear and tear, inspection report shall be prepared and the contractor shall be required to make good the defects within a specified period of time. The project shall be reinspected until all works are found to be executed in accordance with the contract documents and are free from defects.

Certificate of Final Payment: Upon final project handing over, the consultant shall certify the final amount due to or due from the contract in respect of the project. The certification shall be made within 15 days from the date of receipt of application for final settlement from the contractor.
